In theory, the more powerful the hot tub's pump is, the stronger the water flow and the more intense the massage. This is correct but not entirely: imagine a car is driving on the flat at 40 mph, when it gets to a hill you will need more power to keep at that speed, when you drive down a hill you would need less power.
